This week at the County Council: Meeting highlights November 5-9, 2012

 

Monday, November 5

Committee of the Whole – 9:30 a.m.

Briefing:

Eastside Rail Corridor (Briefing No. 2012-B0148).

 

 

Metropolitan King County Council – 11:00 a.m. ***Special meeting time***

 

The public will have a chance to comment on the proposed 2013 King County Budget (Ordinance 2012-0391). No action will be taken on the ordinance, which remains in the Budget Committee

 

Councilmembers are scheduled to discuss and possibly act on:

·        A motion requesting the executive, working in collaboration with the Departments of Public Health, Community and Human Services, and community stakeholders, develop a plan for an accountable and integrated system of health, human services and community-based prevention in King County (Motion 2012-0420).

·        An ordinance authorizing a 20-year trails agreement with the city of Seattle to provide for use by the County of certain real property owned by the city for the purpose of providing public recreational trails (Ordinance 2012-0226).

·        A motion relating to the youth sports facilities grant program, authorizing a change in the requirements for a local match (Motion 2012-0431).

The fees and levies that help support the proposed 2013 King County Budget, including:

·        An ordinance relating to school impact fees (Ordinance 2012-0405).

·        An ordinance revising surface water management service charges (Ordinance 2012-0389).

·        An ordinance increasing monthly rental rates for aircraft tie-downs at King County International Airport (Boeing Field) (Ordinance 2012-0393).

·        An ordinance establishing inattentive driving as a traffic infraction (Ordinance 2012-0396).

·        An ordinance establishing a pilot program for 2012 and 2013 to incent the voluntary separation of retirement-eligible career or civil service employees as necessary to minimize the number of employees subject to reduction in force (Ordinance 2012-0398).

 

 

King County Ferry District – 1:30 p.m.  ***Special Meeting***

Boardmembers are scheduled to discuss and possibly take action on:

 

·        A resolution authorizing an interlocal agreement with King County related to the County providing passenger-only ferry service, capital investment program implementation and operational support to the District (Substitute FD Resolution No. FD2012-09.2).

·        A resolution relating to the operations and finances of the King County Ferry District and adopting the District’s 2013 property tax levy (Resolution No. FD2012-10).

·        A resolution relating to the operations and finances of the King County Ferry District and adopting the District’s 2013 budget and work plan (Substitute FD Resolution No. FD2012-11.2).

 

 

King County Flood Control District – 1:30 p.m.  ***Special Meeting***

Boardmembers are scheduled to discuss and possibly take action on:

 

·        A resolution adopting the District’s 2013 work program, budget, operating budget for King County, capital budget, six-year capital improvement program, oversight budget and opportunity fund project list, and authorizing improvements (Substitute Resolution No. FCD2012-09.2).

·        A resolution authorizing a property tax levy increasing property tax revenue to implement the District’s 2013 work program and protecting a portion of the District’s property tax levy from proration under RCW 84.52.815 (Resolution No. FCD2012-10).

 

 

Wednesday, November 7

Regional Water Quality Committee – 3:00 p.m.

Committee members are scheduled to discuss and possibly recommend to the full council:

 

·        An ordinance revising a financial policy of the Regional Wastewater Services Plan addressing debt financing and borrowing (Ordinance 2012-0442).

·        An ordinance amending planning and review policies relating to the Regional Wastewater Services Plan (Ordinance 2012-0443).

·        A motion adopting water quality fund financial policies regarding reserves and debt (Motion 2012-0444).

·        Regional Wastewater Service Plan 2011 Annual Report (Briefing No. 2012-B0166).

·        Overview of Wastewater Treatment Division Capital Improvement Projects (Briefing No. 2012-B0167).
