Three counselors arrested, charged with Rainier abuse

Investigation continues this week at Rainier School in Buckley, following allegations of physical abuse that resulted in the arrest of three counselors.

The story broke last week when it was learned that a news crew from a Seattle television had secretly videotaped an Aug. 29 outing at a camp adjacent to the facility. Acting on a tip, KIRO-TV shot undercover footage and recorded counselors hitting Rainier School's developmentally disabled clients.

The TV station took the video to the Department of Social and Health Services and it was then turned over to the Washington State Patrol.

Last week, Pierce County prosecutors brought charges against three employees. Karl Whitehouse, 41, and David Pardy, 22, were hit with two counts of fourth-degree assault, while Michelle Martin, 27, was charged with three counts of fourth-degree assault. Martin has been identified as an Enumclaw resident and Whitehouse is reportedly from Wilkeson.

It appears other Rainier School staff members may have been involved in the incident, either directly or for failing to report the actions of coworkers.

The incident brought a response from the top level of the huge state agency.

“Safety is our number one priority and any abuse, neglect or otherwise inappropriate behavior in our institutions is not tolerated,” said Robin Arnold-Williams, secretary of DSHS. “Families place their trust in us to care for residents living at Rainier and we must not let them down.”
