“Due to a number of questionable ethical actions by the mayor and certain council members and local elected officials over the last couple of years the citizens of Sumner need an independent source to contact to have their ethics questions answered,” read an explanatory letter included with the agenda bill (begins on page 82 of the April 15 packet). “Therefore to assist the citizens in their search for the truth I move that Web address for the Washington State Ethics Board be listed under the right hand side of the front page of the cities (sic) web page under ASK.”

The agenda bill summary states further information on the background of the proposal will be provided by Hynek Monday night, though included materials suggest it will relate to the Community Garden, a project begun by the councilman in 2008. The bill includes screen captures and text from the garden’s webpage, with a section regarding a 2011 grant application underlined by hand.

The screen captures are dated Nov. 16, and the “FUNDING/FUTURE” section referenced in the bill packet have since been removed. The section was added during budget discussions for the 2013-2014 biennium, after Hynek protested an apparent lack of additional funding for the garden at the Nov. 5 meeting.

Also appearing on the agenda is a bill that would update system development charges for water, sewer and stormwater utilities.
