Sumner City Council continues to discuss possible church expansion

Findings of fact prepared by Sumner City Attorney Brett Vinson were examined by council Monday for possible adoption, but a conclusion remains to be reached.

A hearing held Feb. 20 resulted in the hearing examiner granting Calvary Community Church a conditional use permit and the right to expand its facility located at 1516 Gary Street East in Sumner.

In June the matter entered a quasi-judicial hearing in which the council acts as a judge and council members were given the task of determining whether the decision by the hearing examiner to grant the church a conditional use permit for expansion was erroneous, meaning a mistake was clearly made.

After continuing the hearing into August council took a step which does not definitely grant permission for the project to go ahead, nor does it apply to the project as a whole.

Phase I of the project includes an increase in the main church building. The remainder of the project is deemed inconsistent with Sumner’s comprehensive plan.

Council instructed Vinson, to prepare findings of fact to uphold the decision, but only for phase I of the church’s expansion project. Findings of fact are factual reasons to support the conclusion, based on aspects including traffic impact and consistency with the comprehensive plan of the city.

Following the upcoming study session, the matter will be brought to council at the Nov. 2 meeting for possible adoption.
