The 54th edition of the Washington State Department of Transportation’s (WSDOT) quarterly performance report, the Gray Notebook (GNB). The June 30, 2014 edition of the Gray Notebook was just published and can be found online at http://wsdot.wa.gov/publications/fulltext/graynotebook/Jun14.pdfcontinuing the publication’s tradition of comprehensive and clear performance analysis to support accountability and transparency throughout WSDOT.

This edition provides annual reports on the condition of Washington’s bridges, ferry vessels and terminals, as well as how much goods and freight are being moved through state airports and ports and via roads and rail.

This publication is truly a team effort and would not be possible without the contributions of a number of people whose names have been included on page iii and at the end of individual articles in the GNB. Thanks to one and all for your time and input.

While performance measures are reported on throughout the GNB, here are some highlights from this issue:

• Washington continues its historic low level trend with 439 collision fatalities in 2013 (p. 1)

• Ninety-two percent of state and local bridges, when measured by deck area, are in fair or better condition  (p. 4)

• More than 88% of WSDOT Ferries Division’s terminal systems are in fair or better condition  (p. 12)

• Ferries exceeded the reliability goal of 99% and remained above the 95% on time performance goal for 40,823 scheduled trips (p. 18)

• WSDOT teams helped clear 13,153 incidents this quarter, providing an estimated $18.4 million in economic benefit (p.19)

• Passengers getting on or off trains increased at six of the 12 stations in Washington during the second quarter of 2014  (p. 22)

• Puget Sound area traffic volumes and travel times in the second half of 2013 were impacted by a slightly improving economy  (p. 24)

• WSDOT estimated it saved about 2,500 hours of staff time in 2013 by using general environmental permits to streamline activities (p. 26)

• On average, more than 10,000 freight trucks per day traveled through the South Puget Sound via Interstate 5 in 2013 (p. 28)

• WSDOT and the Department of Licensing reduced the time it takes to approve a new license plate design by 84% (p. 33)

• WSDOT completed two Transportation Partnership Account projects this quarter (p. 35)
