Church Lake Road culvert replacement application

NOTICE OF APPLICATION AND OPTIONAL SEPA ENVIRONMENTAL THRESHOLD DETERMINATION

NOTICE IS HEREBY GIVEN that the City of Bonney Lake received an environmental checklist

from the City of Bonney Lake Public Works Department on October 23, 2014 for State

Environmental Policy Act (SEPA) review of the Church Lake Road Culvert Replacement. The

application was deemed complete on October 29, 2014.

 

Project: Church Lake Road Culvert Replacement File Number: PLN-2014-01766

Description of Proposal: The applicant proposes to remove and replace the 30 and 12 inch diameter

concrete culverts under Church Lake Road East that conveys the Bonney Lake Outflow and Debra

Jane Creek. The culvert will be replaced in-kind or slip lined. The project site is approximately 5,600

square feet in size and will be within existing right-of-way. Existing utilities will be replaced in-kind

as necessary to install the new culvert. A stormwater outfall will be added adjacent to the culvert

outfall and a splash pad will be provided for energy dissipation. The roadway will be restored and

repaved to match the existing road footprint.

Location: The proposed project is located on Church Lake Road East, near the intersection of

Evergreen Drive East within the NE 1/4 of Section 33, Township 20N, Range 5E, W.M. from SR

410 East in Bonney Lake, turn left onto Church Lake Road East and continue for approximately 0.44

miles.

plan.

 

Environmental Determination: The City of Bonney Lake reviewed the proposal for probable

adverse environmental impacts and is likely issuing a determination of nonsignificance (DNS) for

this project under the optional DNS process in WAC 197-11-355. This may be your only opportunity

to comment on the environmental impacts of the proposed project.
