Enumclaw considers downtown clock

The Enumclaw City Council considered approving a bid to install a new city clock during its Monday meeting.
The bid award was on the consent agenda; check back here for an updated article about the result of the vote.
The clock project proposes installing the clock on the corner of Cole Street and Initial Avenue on the southeast corner, near the city parking lot and the horse statue.
The installation of the clock will not affect large evergreen tree, which has been used for Christmas holiday celebrations in the past, but the horse statue will be moved.
The whole project is expected to come with a $67,300 price tag, which covers the removal and replacement of sidewalks and electrical trenching ($35,000), the purchase of the clock ($25,000), and the purchase and installation of a bike rack ($1,500).
The city plans to use leftover funds from the recent flagpole project — replacing the 15-foot pole with a 30-foot pole — and additional city funds.
The presumed bid winner is Marshall River Construction.
Construction is expected to start Sept. 8 and be done by the end of the month.
E-MOTORCYCLE BAN
The Enumclaw City Council also banned electric motorcycles from sidewalks and parks and now requires compliance with applicable laws when they’re on public streets.
The ordinance approved during the council’s July 13 meeting.
Before approving the ordinance, the city has no codified definition of e-motorcycles, which staff said have become increasingly popular over the last few years.
“These vehicles are often marketed as recreational or off-road use devices but are frequently operated on public streets, sidewalks, and multi-use trails within city limits,” a Enumclaw Police Department staff report reads.
Washington state recently enacted similar e-motorcycle laws, but left enforcement to be decided by individual municipalities.
The EPD has fielded complaints from residents in regard to e-motorcycle use, from speeding in neighborhoods to excessive noise and near-miss incidents with pedestrians and vehicles.
While there have been no serious injuries from improper e-motorcycle use in Enumclaw, a 9-year-old boy on an electric dirt bike failed to stop at a stop sign and crossed in front of a mini-van, which hit him and threw the child 15 feet into a nearby ditch last September.
The child was seriously injured and rushed to a nearby hospital. The dirt bike, which is considered an e-motorcycle, was deemed illegal to operate on the roads.
