Notices have been posted notifying residents that a Level 3 sex offender is living in Bonney Lake.

According to a Feb. 23 bulletin from the Bonney Lake Police Department, Roy Carl Tolman, 64, has registered to reside in the 8100 block of 185th Avenue East.

During the Feb. 23 meeting of the Bonney Lake City Council, Police Chief Mike Mitchell said the notice is designed to let residents know in what area the sex offender is living. He cautioned residents not to retaliate or to infringe on Tolman’s rights.

“We want the public to be aware who it is, put a face with his person,” Mitchell said.

Mitchell said a public notice would be posted and a meeting would be planned for a nearby school on the matter.

“I feel a big need to let the citizens of Bonney Lake know and be aware what’s out there so they can talk to their kids and family,” Mitchell added.

Mitchell said a Level 3 sex offender is considered likely to reoffend.

The Pierce County Sheriff’s Office Web site shows Tolman was convicted in 1987 of indecent liberties and in 2009 for communicating with a minor for immoral purposes.

He was released from prison Feb. 16 and will be supervised by the Department of Corrections during 36 months of community custody.

In October 2008, Tolman was arrested by Bonney Lake police after a 23-year-old female reported he was sitting in a vehicle in a business parking lot next to her vehicle. She reported Tolman was masturbating as he watched her 6-month-old daughter and 19-year-old sister inside the car. The 19-year-old was listening to music and unaware of Tolman’s behavior.

When police arrived, they found Tolman intoxicated and in possession of three firearms. He was verbally abusive during his arrest and threatened to shoot and physically assault one officer.

Tolman was convicted and sentenced to 13 months in prison. His criminal activity spans several decades and includes multiple convictions for indecent exposure.

Tolman is described as a 5-foot-9, 210-pound, white male with gray hair and brown eyes.
