Thank you for your comments during the scoping process last year! Today we published the I-90 Tolling Scoping Summary Report which recaps the comments received during our fall 2013 outreach and efforts to inform and engage the public during the scoping process.

The Legislature directed WSDOT to complete an Environmental Impact Statement (EIS) that analyzes the potential effects of the proposal to toll I-90 between I-5 in Seattle and I-405 in Bellevue. Scoping serves as an opportunity for the public to weigh in on the proposal, and potential alternatives, during a 30-day comment period.

From Oct. 7 to Nov. 6, 2013, WSDOT received more than 1,300 new comments in addition to the 3,400 comments received during the initial comment period from Jan. to Feb. 2013. The feedback will be considered as the Federal Highway Administration and WSDOT determine the range of alternatives to analyze for the draft EIS.

FHWA and WSDOT will conduct another 30-day comment period when the draft EIS is published later in 2014. The final EIS is scheduled to be complete in 2015. From the EIS information, FHWA would determine if a toll agreement with WSDOT is required. Ultimately, the Washington State Legislature will decide whether to toll I-90.
