This week’s editorial cartoon by Frank Shiers, Jr. compares the budget reactions between Democrats, Republicans and Washington state employees. In the cartoon, both political parties have plenty of complaints but the employee of Washington state is simply relieved a budget, of any kind, was finally passed and layoffs were avoided.
